Yeah, I don't consider the community participation guidelines to be a code of conduct -- it's hard not to think that not calling it a code of conduct was deliberate, but more substantively, it fails the test suggested by the Geek Feminism wiki. In my mind, I had been over that already (the article was much, much longer before Shanley's capable editing), but you're right that it provides an opportunity for nitpicking, so I asked her to change it (as per my edit to this post).
Re "internal", what I meant by that is that for the most part, only people involved in the Mozilla project (not just paid staff, of course) would care :-)
