Thanks. Just a clarification, it's not just PSU's harassment policy that matters here -- it's also state and federal law as well. GSM members are a protected class in Oregon; federally, there's a precedent that the victim does not have to prove lasting emotional harm to show that harassment occurs. It looks like PSU's policy is (unnecessarily) much less victim-friendly than state and federal laws are, but of course it doesn't matter since as a university they're responsible for ensuring that employees obey state and federal laws in the course of doing their job. (As always, I am not a lawyer.)
