This is enraging. I am completely infuriated with the authority figures in your department who have leveraged their power into a tower of "see no evil" shit while someone else suffers. I'm so, so sorry--to you and Alice both. I've been in a similar situation (mine was workplace harassment that I witnessed), and I took my rage and lack of agency in the situation out on myself for years.
