I'm reminded of how at my school, one of the administrators changed her job title from "Director of Diversity and Education" to "Director of Inclusion and Education", her point in doing so being that diversity is meaningless without inclusion (or belonging, as you put it). Then our other administrator with "Diversity" in her title then followed suit and added "Inclusion" to hers as well. Of course, job titles aren't the most important thing, but I did think it showed that they've done some thinking about the issues that you raise here. (Also, in writing this I realize that it is pretty cool that we have two full-time staff members whose job is diversity/inclusion. I don't know how common that is.)
