I agree that this can be a problematic response, as it's basically making excuses for the speaker. I think it could be useful in some contexts. It's probably not what I would have said in this one, had I been there. Every situation has its nuances and sometimes, it can be useful to allow everyone to save face, even at the expense of being completely blunt. It's better than not saying anything at all.
